Fort Bend ISD Board and Superintendent agree to split

The Fort Bend ISD Board of Trustees approved an amendment to Superintendent Dr. Tim Jenney’s employment contract at its meeting on Monday evening, July 9. The amendment states that if he retires at the end of January, he will receive a one-year buy-out of his contract.

Dr. Jenney has accrued enough personal days, sick leave, and time off to take him to January 2013 making this his  last week at Fort Bend ISD. The board will meet Monday, July 16 to name a temporary acting superintendent.

The amendment changes the term of the Superintendent’s contract which had previously provided that he would serve as superintendent through 2016.

“Although he had no specific date for retirement in mind, after discussions with him, the Board and Dr. Jenney were able to agree on a timeline that allows him to retire in January which serves the Board’s future plans for the District,” said Jim Rice, President of FBISD’s Board of Trustees.

“It has been an honor to serve the citizens and children of this community for the past six years,” said Dr. Jenney. “After a 39-year career in education, I am looking forward to a break in the action through my retirement. I wish everyone in Fort Bend ISD only the best!”

Dr. Jenney became the District’s eighth superintendent in September 2006. During his tenure, the District was credited with the following achievements:

• The District was the only school district in the nation to be named a “2011 National School District of Character” by the National Schools of Character Program and only one of two districts in Texas to be honored with this designation. The District will carry that distinction for five years and use the afforded opportunity to compare its character education programs against national best practices to continuously improve the student learning environment.

• Achievement gaps between African-American, Hispanic, and White students continued to shrink in 2011, with the largest improvements coming in math and science. For example, the gap between African-American students and White students in math decreased a total of 13 percent since 2006 while the gap between Hispanic and White students in math decreased a total of 12 percent since 2006.

• Fort Bend ISD addressed the identified need for diversified learning opportunities by opening a middle school Gifted and Talented Academy, a high school Global Languages Academy, an International Business and Marketing Academy and shepherded the district’s first middle and high school International Baccalaureate programs.

• Fort Bend ISD created five-year rolling strategic goals and objectives led by senior staff in the development of a comprehensive District Strategic Plan which identified and measured annual performance objectives and key performance targets met or in progress. To that end, the District led the growth of an extensive accountability and organizational structure to advance the District Strategic Plan, track data relative to student achievement and provide focused professional development.

• The District’s technology service delivery significantly improved as a fully integrated technology management system by implementing PeopleSoft Financial and Human Resources Systems, D2SC Curriculum System and Skyward Student Information System. Video presentations are also available on the V-Brick Community Relations Cable Channel. Communication outreach was improved by the use of a redesigned website, social media and Family Access.

• Fort Bend ISD leadership guided the system through the most devastating financial challenges in the State’s history while maintaining a healthy financial position and strong bond rating. During this time, the District was also able to maintain instructional spending in the classroom at 67 percent.

• In 2009, Dr. Jenney was selected by the National School Public Relations Association as the winner of the “Bob Grossman Award” for exemplary leadership in school-community relations. In 2011, he was honored with the “Advocate for Excellence in Literacy Award” by the Texas Woman’s University.

• FBISD campuses continued to be routinely recognized for exemplary achievements by organizations such as The National Merit Scholars Program, the National Center for Educational Achievement, the Children at Risk Foundation, the Washington Post’s Top High Schools in the nation program, the Texas Business and Education Coalition (TBEC), and the United States Presidential Scholars Program.

• The District’s AVID (Advancement Via Individual Determination) Program was named an Exemplar Program by the Texas High School Project Grant Program for providing innovative instruction to enhance college readiness, career and technical education, and professional development designed to serve high-need students.

• The District received its seventh-consecutive rating of “Superior Achievement” under Texas’ Schools FIRST financial accountability rating system. The Superior Achievement rating is the state’s highest, demonstrating the quality of the District’s financial management and reporting system.

“The Board is happy for Dr. Jenney and thankful for the many contributions he made during his tenure here,” added Rice. “Because of his stewardship, I believe the District is well-poised for the future.”
