Sugar Land man arrested for four counts of indecency

By LeaAnne Klentzman

Sugar Land Police have been working on several exposure cases over the last couple of months and now have announced an arrest.

Sugar Land Police spokesman Doug Adolph said Jingxue Hao, 55, of Sugar Land, has been arrested and charged with four counts of indecency with a child. “Undercover officers arrested Hao at a park near Habersham Avenue in the Telfair subdivision,” Adolph said. Reportedly, those officers witnessed Hao unzip his pants, expose himself and fondle himself in a sexual manner in front of a woman and her children.

Adolph said the arrest was the culmination of an investigation that began on February 27, 2013, when a woman reported a similar incident. In that incident the victim/reportee was walking home from Cornerstone Elementary School at 3:45 p.m. with her son and two other children when a man, who has now been identified as Hao, appeared on the other side of the street pulled down his pants, exposed and fondled himself to the group and walked away.

The woman was able to provide police with a description that, according to Adolph, matches Hao. “Police believe Hao, who lives in Telfair, may be responsible for other unreported incidents,” said Adolph.

Anyone with information on any case like this is asked to contact Fort Bend County Crime Stoppers at 281-342-TIPS.
