Fort Bend ISD Board names new executive and campus leaders at special board meetings
The Fort Bend ISD Board of Trustees named several executive and campus leadership positions at Special Board Meetings held on July 23 and August 5.
Long Pham was named as the Chief Information Officer for Fort Bend ISD. Pham is a proven leader with more than 24 years of Information Technology management and technical experience in private and non-profit organizations. He has been the Director of Information Technology & Services for the University of Texas MD Anderson Cancer Center for seven years, where he led a department of 200 staff members and 40 contractors in providing IT services to 18,000 employees. Before joining MD Anderson, Pham was the assistant director of Network Services at Rice University, and during his career has worked in the technology field for many business sectors.
“We are excited to announce the appointment of Long Pham,” said FBISD Superintendent of Schools Charles Dupre. “Long comes to us with many years of experience in Information Technology in private industry and higher education. His expertise and knowledge of ways to enhance technology will be critical for our District as we develop strategies to maximize the student learning and teacher experience.”
Mr. Pham earned a Master of Science degree in Telecommunications Engineering at Southern Methodist University and a Bachelor of Science degree in Electrical Engineering at University of Texas at Austin.
He has been very active in the local community for over 21 years. He serves as an assistant scoutmaster for Boy Scout Troop 38 and enjoys coaching soccer and basketball for the local community teams. He and his wife, Ha, have one son currently attending a Fort Bend ISD school and two sons who are FBISD graduates.
Kermit Spears was named Chief Human Resources Officer for Fort Bend ISD. Mr. Spears is a successful Human Resources executive with global experience who has worked in the HR field for more than 18 years.
For the past seven years, Spears has worked in multiple roles with increasing responsibilities in his extensive experience with the Dell Corporation. He most recently served as the Corporate Director of HR for Dell Global Services where he provided strategic management and execution of major HR projects and initiatives. Prior to this role, he served as HR Director for both the Global Talent Management and Global Operations teams. Spears has also worked in HR roles for several other business sectors.
“We are confident Mr. Spears is the highly skilled individual we need to join our leadership team,” said Charles Dupre, FBISD Superintendent of Schools. “He has the experience of leading the HR function of a global technology leader. He hopes to bring his experiences, leadership style and HR knowledge to improve how we educate our employees and teach students in today’s classrooms.”
Spears received his Master of Business Administration from Webster University in Kansas City, Missouri. He received a Master of Arts degree in Industrial and Organizational Psychology and his Bachelor of Arts degree in Math and Business from Louisiana Tech University.

Beth Martinez, who previously served as the Chief Human Resources Officer, has been named the Executive Director of Organizational and Professional Development. Martinez has worked in the District for the past 21 years and has served as Director of Staffing, as well as the Director of Organizational Development. Prior to these roles she was a principal, assistant principal and an elementary teacher.
Several new FBISD principals have been named for the 2013-2014 school year.
Jennifer (J.J.) Roberts is the new principal of Baines Middle School. Most recently, Roberts served as the associate principal of Willowridge High School. Prior to that, she served as both a Dean of Instruction and assistant principal at Bush High School, as well as a math teacher in FBISD.
David Yaffie has been named the new principal of Clements High School. Yaffie previously served as the principal of Baines Middle School. Prior to that role, he served as an assistant and then associate principal at Clements High School. Yaffie began his career as a middle school science and history teacher at Quail Valley Middle School.
Ronnie Edwards is the new principal of Dulles High School. Edwards was the associate principal of Travis High School most recently, but has also served as an assistant principal at Clements High School. He began his career as a basketball coach and English teacher for various districts before serving in these roles at Kempner High School.
Cozette Church Gaston has been named the principal of Marshall High School. Most recently, Gaston served as the Dean of Instruction at Jones High School in the Houston Independent School District. Prior to that, she was the Dean of Students at Sharpstown High School and Co-Principal/Principal Intern at McReynolds Middle School. Gaston previously worked in FBISD as a special education teacher at McAuliffe Middle School.
