Fort Bend ISD CFO named TASBO’s new Executive Director

This week the Texas Association of School Business Officials (TASBO) Board of Directors announced that Tracy Ginsburg, Chief Financial Officer at Fort Bend ISD, will be the new TASBO Executive Director going into the 2013-14 school year. Ginsburg succeeds Gwen Santiago, who in June announced her retirement after a 16-year tenure.

Ginsburg served as CFO for Round Rock ISD prior to her tenure at Fort Bend ISD. She was also the TASBO Board President in 2007-08 and TASBO’s Commitment to Excellent Winner in 2011. And this week, ASBO International named Ginsburg as its 2013 Eagle Award Recipient, their top individual honor. She will be recognized at the ASBO International Conference in Boston this October.

“The TASBO Board of Directors is pleased and excited to welcome Dr. Tracy Ginsberg as our new Executive Director,” said TASBO Board President Deborah Ottmers. “Tracy’s 28 years of TASBO passion and school business experience will aid in moving the organization along the ever-changing path that we travel.”

Ginsburg has a proven track record in enhancing the financial operations of school districts she has served. During her tenure as CFO for Round Rock ISD and Fort Bend ISD, both districts received an upgrade in their underlying bond rating. Most recently, Fort Bend ISD was recognized with a Financial Allocation Study for Texas (FAST) five-star rating by the Texas Comptroller.

“Tracy has served as a mentor for many school business officials throughout the state, and we are pleased for her as she accepts this new leadership role with TASBO,” said Fort Bend ISD Superintendent Charles E. Dupre. “As the Chief Financial Officer for Fort Bend ISD, she has been a tremendous leader, and we will certainly miss her. We wish we could talk her into staying with us, but understand that she is excited about her using her knowledge and talents to serve school business officials throughout the state.”

One of Ginsburg’s strengths is the ability to communicate school financial practices in a variety of settings. This past year she was the only school CFO to testify in the school finance lawsuit, where she provided information on instructional issues and the impact of financial resources on student achievement.

Ginsburg has also been a strong volunteer for TASBO, serving on committees, the board of directors, leading curriculum enhancements, teaching courses, presenting at conferences and being an active supporter for TASBO and public education. For these efforts, she was recognized in 2011 as TASBO’s Commitment to Excellence Recipient. ASBO International also factored these achievements when they named her their Eagle Award Recipient.

Ginsburg has a Doctorate in Education from the University of Houston, an MBA from UT-El Paso and got her Bachelor of Accountancy from New Mexico State University. She also earned a Registered Texas School Business Administrator certification from TASBO and a Certified Administrator of School Finance and Operations from ASBO International.
