Are these huge eye chart letters at the Imperial redevelopment property?

You’ll notice that on a side of one of the remaining historic buildings of the old sugar factory in Sugar Land, when you drive by at night Stafford bound, the letters I, M, P and the R, showing a little faint, followed by A, L and S, U, G are lighted up.  Why, if you didn’t know the area or didn’t see the fully lit sign on the side of U.S. 90A, one would think this was a night vision eye chart for the general public!  One could surmise it is one of those contrast sensitivity tests that optometrists and ophthalmologists do that are not typically part of a routine eye exam. “More of Obamacare,” a resident quipped.
