Drive-Thru ordinance could boost Meadows Place

Meadows_PlaceWhen zoning first came to the City of Meadows Place in 1985, there was an ordinance that did not allow for commercial properties to have a drive-thru.

“At the time, City Council had been targeting professional businesses,” said Mayor Charles Jessup.

However, by eliminating fast-food establishments, banks, who are by definition “professional businesses” were also denied the drive-thru. That has always been a large part of consumer banking.

On July 22, Meadows Place Council voted unanimously to change the current ordinance and allow for businesses to have a drive-thru upon a SUP approval – a week after the City Council and Planning & Zoning Commission discussed it.

The City has the power to limit hours, control noise, protect traffic flow, and instruct lighting.

“Times have changed and we need to change with it,” Jessup said. “We want businesses to know that Meadows Place is commercial friendly.”

Retail places like “Dunkin Donuts or Starbucks would get his approval” on West Airport.

A lot is happening across U.S. Hwy. 59.

A $500 million dollar project was unveiled in May that detailed plans for the 192 acres at Texas Instruments that included an outlet mall, restaurants, hotels, multi-family residences, warehouses, retail shopping, and commercial businesses, with the concept of work, play, live.

Whatever happens with this property will have a ripple effect on Meadows Place.

Jessup, together with Bob Graf who is in charge of commercial development with the City’s EDC are positioning Meadows Place to receive that over flow.

There are approximately 18 acres of raw land available on West Airport–which is currently under reconstruction and will be completed in eight months.

Community members who spoke at the public hearing shared their concerns with Council and the P&Z about moving forward into the future, but retaining control.

The Mayor explained that any new commercial prospects would have to request a Special Use Permit (SUP) before the council.
